I’d like to thank the Selection Committee
members, Tammy Bonar, Alice Jo Buzzard, Becky Harler, Dr. Ralph Taylor,
and Dick Cooke for their work in selecting the Volunteer of the Year. Wayne Bennett, a 14 year member of the Putnam County Solid Waste Authority, was named the 2007 Volunteer of the Year by the Association of West Virginia Solid Waste Authorities at its annual meeting at Olgebay Resort in Wheeling on October 29, 2007. Bennett has overseen the implementation of many solid waste projects during his tenure on the board of directors at the solid waste authority. One of these projects involved teaching parliamentary procedure and Robert’s Rules of Order to local solid waste authority members throughout our state, in order to emphasize the importance of conducting meetings in the open and in a fair, orderly and expeditious manner. With the support of the county commission, county emergency services department and the solid waste authority, Bennett helped promote the implementation of a remediation assistance program for responding to disaster events, which included a debris management action plan. Bennett has coordinated efforts between the West Virginia Department of Environmental Protection, Division of Highways, County 4H-camp and the local solid waste authority to establish a countywide Adopt-A-Highway program, which cleans over 75 miles of county roads and highways of unsightly litter each year. Bennett oversaw a sludge application project involving over a dozen
farmers that boosted hay production by over 58%. He has also provided
training in composting throughout the county and surrounding communities.
